However, if Hajj is obligatory (Farz) for an individual and they fear they cannot perform it in the future through standard means, it may be permissible under special circumstances. In contrast, performing Nafl Hajj via a tourist visa by violating laws is considered impermissible.
State laws enacted for public welfare must be followed by every citizen and visitor. Therefore, committing to a Tourist Visa Hajj by deceptive means undermines the ethical principles of Islam. Pilgrims are advised to wait for the proper Hajj visa to ensure their journey is both legally and spiritually sound.
