বাংলাThe final structure of Bangladesh’s ninth pay scale has not yet been determined due to issues involving basic salaries, allowances and the government’s financial capacity. This has created uncertainty over the publication of the gazette in August.
Sources say the committee of secretaries reviewing the Pay Commission’s recommendations may hold two or three more meetings before submitting its final recommendations to the government. The ninth pay scale gazette could then be issued after approval by the Cabinet.
The review committee held its sixth meeting at the Secretariat on July 15. Discussions focused on the recommendations of the Ninth National Pay Commission, limitations of the 2015 pay scale and implementation of a new salary structure.
Initially, implementation in two phases was discussed, but a three-phase alternative is now also under consideration. The first phase could introduce the new basic salary, followed by allowances and other financial benefits in the next two phases.
There has been discussion of implementing the new basic salary from July 1, 2026, and various allowances from July 1, 2027. However, no final decision has been made. Technical challenges involving the EFT and iBAS++ systems could also complicate implementation of the ninth pay scale.
One source says the gazette could be published in August, while another believes there is little chance of it being issued before October. The proposed 20-grade structure is also under discussion, with a proposed basic salary ranging from Tk 48,400 to Tk 160,000, subject to the government’s financial capacity.
Government employees are now waiting for the next meeting of the committee of secretaries. The final timeline for the ninth pay scale will depend on the committee’s recommendations and Cabinet approval.
