বাংলাA special parliamentary committee is being formed to amend the constitution in light of the ‘July National Charter’ and including the ‘Note of Dissent’ from the Bangladesh Nationalist Party (BNP). Speaker Hafiz Uddin Ahmed has been given the final responsibility to constitute this high-level committee following a parliamentary discussion on Tuesday (March 31, 2026).
Debate Over Committee Membership Ratio
During the session, Home Minister Salahuddin Ahmed proposed the formation of the committee, which was welcomed by Opposition Leader Dr. Shafiqur Rahman. However, a sharp disagreement arose regarding the ratio of members. The Opposition Leader demanded an equal 50-50 representation to ensure fairness, warning that a majority-based committee might sideline opposition views.
Law Minister Rejects Equal Representation Claim
Law Minister Md. Asaduzzaman formally moved the proposal but strictly rejected the 50-50 ratio demand. He argued that it would be discriminatory to give equal representation to 77 opposition members against 219 treasury bench members, calling the demand illogical. He urged the Speaker to form a balanced committee to analyze the July Charter path for a meaningful amendment.
The committee is expected to bring a comprehensive amendment aimed at national welfare, following the principles of the student-led July uprising’s mandate.
